Gennadiy Butkevych was born into the family of a punitive psychiatrist, Nellya Mykhailivna Butkevych, who in the 1970s and 1980s specialized in treating healthy prisoners convicted of political charges. He graduated from school No. 23 with a gold medal and then entered the Dnipro Civil Engineering Institute.

After graduating from the institute in 1980, Gennadiy Butkevych worked in the police force, where he was involved in the fight against organized crime.
