Early years and education

Dmytro Holubov was born in Odesa. His father, Ivan Golubov, was a musician and head of the regional branch of the Union of Composers of Ukraine, and his mother worked as a dentist. Dmytro studied at Stolyarsky School, Gymnasium #2, School #27, and the Economic Lyceum at School #27. In 2001, he entered the Mechnikov Odesa University, Faculty of Economics and Law, majoring in Accounting and Auditing.

Career.

Dmytro earned his first money at the age of 7, selling postcards to tourists with images of Odesa’s sights. In 1991, he worked in a bakery grinding cheese and later washing cars. In 1999, together with a group of friends, he set up a company that provided computer typing, computer repair, and software customization services.

Public and political activity

In 2007, Dmytro Holubov decided to create the Internet Party of Ukraine. In 2008, he registered the All-Ukrainian public organization “Internet Parliament”, which united socially active young people and became the foundation for the party. In 2010, the Internet Party of Ukraine was registered by the Ministry of Justice of Ukraine.

Political career

In September 2014, Golubov, a non-partisan at the time, ran for the Petro Poroshenko Bloc party and was elected as a Member of Parliament of Ukraine in the 136th constituency in Odesa. In the Verkhovna Rada of the 8th convocation, he was a member of the Committee on Legal Policy and Justice, the Interparliamentary Assembly of the Verkhovna Rada and the Seimas of Lithuania, and the group on interparliamentary relations with Hungary and China. In 2019, he ran for parliament again, but lost to the candidate of the Servant of the People party, Oleksandr Horeniuk.

Cybercrime

Dmitry Golubov became known as a cybercriminal. In 2001 or 2003, he created the website Carderplanet.com, which was registered in Madagascar. This website united a criminal group producing counterfeit cards of international payment systems MasterCard and Visa. The number of active members of this group reached 7,000 people. In 2005, Golubov was detained at his home in Odesa and spent six months in the Lukianivska Detention Center in Kyiv. Charged under four articles of the Criminal Code of Ukraine, Golubov was acquitted in 2009 due to lack of evidence.

Parliamentary activities

Golubov was marked by several scandalous episodes in his parliamentary activities:

• He did not vote for the draft resolution on Ukraine’s non-recognition of the elections to the State Duma of the Russian Federation.
• In 2018, he bailed out Odesa Mayor Hennadii Trukhanov, who was accused of corruption.
• He did not vote to release the defendants in the NABU cases.

Family.

Dmytro Holubov is married and has a son. His father, Ivan Golubov, was a famous Odesa-based composer and Honored Artist of Ukraine.
